the nigerian army should also be held accountable for the thousands of deaths reported as a result of its failure to protect maiduguri, years of denial and non-peripheral role in the insurgency, and its inability to effectively engage boko haram. during the winter of 2013, a series of suicide attacks, some conducted by boko haram, but also by the nigeria-based nda, have undermined the credibility and relevance of the m-jtf2 force, and placed some pressure on the nigerian security forces to take immediate and decisive action. conventional military force would not only be ineffective, but could also provide a pretext for a broad military offensive in which the insurgents could retreat toward the nigerian border with niger and chad. while a conventional military response may be needed to secure the safe return of nigerians abducted by boko haram, it is probably not sufficient for the mission of the m-jtf2 force. the lake chad basin will not be the field of a low-intensity military conflict. hide footnote 3d9ccd7d82
